What is the correct way to align Outbound campaigns with WFM published schedules?

What is the correct way to ensure outbound campaigns only target agents currently scheduled and adherent? Our weekly WFM publish happens Friday at 10:00 AM CST, but the outbound queue seems to ignore shift swaps. Agents on break are still receiving calls. Is there an API endpoint to sync campaign availability with real-time WFM adherence status?
