Predictive routing skill mismatch during zendesk migration

Hey everyone, I’ve run into a really strange issue with predictive routing skills. we mapped zendesk tags to gc skills but agents stay offline in the specific queue. api returns 400 bad request on /api/v2/routing/users. timezone is cet so maybe a sync lag? in zendesk this was instant. tried clearing cache but no luck. is there a delay for skill activation after bulk import?
