Predictive Campaign API 429 Errors at 100 Concurrent Users

No idea why this is happening, the predictive outbound API throws rate limit errors during my JMeter load test. I am simulating 100 concurrent users hitting /api/v2/outbound/predictivedials/campaigns to update dialer settings. The Genesys Cloud documentation mentions standard rate limits, but I am hitting them with low volume.

429 Too Many Requests: Rate limit exceeded for client IP.

Is this a per-tenant or per-Edge restriction? My JMeter setup uses keep-alive connections.
