I do not know where did you try to find it, but it is mentioned in several sources…from documentation (deployment guide -. section “Overriding Workspace Options - Modifying A Routing Strategy To Override Workspace Options Based On Attached Data”), on KB, website with documentation, etc.

I would advice to be patient, read slower and several times. There are things much more complicated and worst documentated in Genesys.
I do not think that this feature is described incorrectly, all what you want to know is mentioned there. Just follow the docs and read carefully.
