WebRTC Softphone Fails to Connect via Terraform Managed Agent

Need some help troubleshooting WebRTC connection failures. Agent resource deployed via genesyscloud_user and genesyscloud_routing_user_settings in Sydney prod. No UI changes. Browser console shows STUN server unreachable.

  1. Apply TF config for new agent.
  2. Login to Web App.
  3. Softphone icon remains red.
  4. F12 logs show 403 on /api/v2/communications/rtc.

Any known TF state drift causing RTC auth issues?
