SIP 408 Request Timeout when primary carrier drops. The secondary trunk in Singapore remains registered, yet calls fail immediately. The outbound routing policy is set to failover, but the platform does not retry. This happens specifically during high concurrency. The SIP logs show the invite sent to the secondary carrier gets no response. Any ideas on why the failover logic skips the secondary trunk after a 408?
