Request rate exceeded threshold SIP error

Hello guys, will be very grateful if someone explains me what the error below means.
Here is excerpt from SIP log:

It looks like a SIP server bug.

what is the SIP server version you are using?

Sorry 8.1.101.06. But plan to upgrade to 8.1.102.90. I have the installation package :))))
