i have install WebAPIServer in windows server 2003(SP2) , after that i can’t start it in SCI, i have this error .

WebAPI is not an application, so it is not possible to start it from SCI. Read about eServices and webAPI for understanding what it is and how it works.
If you jump on the actual WebAPI server, starting the Tomcat/Apache services, you will then see the application as started within SCI. So starting and stopping should always be done on the server itself via the services.

It is not entirely true, because you can use other web server instead Apache, but there is a app-login within WebAPI server which “check” status and shows it via MNG layer in SCI.
