Data Action Timeout During WFM Schedule Publish

Can anyone explain why the custom Data Action triggering shift preference updates via the WFM API is returning HTTP 408 Request Timeout errors specifically during the weekly publish window in Genesys Cloud 2024-2.0? The flow processes 500 agent records sequentially and hangs at the third batch. Is there a rate limit or concurrency constraint on the /api/v2/wfm/scheduling/schedules endpoint that we are missing?
