Architect IVR failing to route calls to BYOC trunks in AP-Southeast-1

Context:
Trying to understand why our Architect IVR flow is dropping calls when attempting to route outbound traffic through our AP-Southeast-1 BYOC trunks. The flow uses a standard ‘Transfer to Queue’ block, but the system logs show a 408 Request Timeout from the carrier gateway. We have 15 trunks configured, and this issue only affects the secondary failover group.

Question:
Is there a specific timeout setting in the Architect ‘Transfer to Queue’ block that conflicts with carrier-specific SIP signaling delays? We are using Genesys Cloud version 2023-12.
